Organization The ITER Engineering Design Activities (EDA) are being conducted jointly by Euratom, Japan, and the Russian Federation, as Parties to the ITER EDA Agreement signed on 21 July 1992 and subsequently extended until July 20th 2001. (The United States of America was an ITER Party until September 30th 1999). The activities are conducted under the auspices of the IAEA by the ITER Joint Central Team (JCT) and by the Home Teams (HT). The JCT is composed of qualified persons made available by each of the Parties in approximately equal numbers. The JCT members are located at the ITER Joint Work Sites (JWS) in Naka (Japan), Garching (Germany), and formerly in San Diego (USA). The Home Teams are established and organized by each Party for performing the tasks of the work programme for the EDA, assigned to them in approximately equal shares. Home Teams in each of the Parties perform specific design tasks, and perform research and development in technology (physics R&D is contributed voluntarily). The Home Team Leaders (HTL) are responsible to the Director for the execution of tasks. All activities are directed and supervised by the ITER Council (IC). The ITER Technical Advisory Committee (TAC), upon request of the Council, advises it on technical matters. The Management Advisory Committee (MAC) reports to and advises the Council on management and administrative matters. The Council also makes use of Special Working Groups and other ad hoc groups for particular assignments.

Scientific Personnel The size of the JCT, as well as the number of scientists involved in the activities of the Home Teams, depend on the work volume to be done at a given time. During the first 6 years of the EDA, the staffing level of scientists and engineers at the (then three) Joint Work Sites averaged ca. 40/site and reached ca. 50/site by July 1998. A similar number of such staff participated in the Home Teams. During the EDA extension (since July 1998), approximately 100 professional person years (ppys) per year have been deployed by the JCT at the two Joint Work Sites combined, and a similar number have been deployed by all Home Teams.

EDA Definition The ITER Engineering Design Activities (EDA) started on 21 July 1992, in accordance with the provisions of the ITER EDA Agreement in which the scope of the activities is defined.
The aim of the joint work is:

(a)
to establish the Engineering Design of ITER including:
(i)
a complete description of the device and its auxiliary systems and facilities;
(ii)
detailed designs with specifications, calculations and drawings of the components of ITER with specific regard to their interfaces;
(iii)
a planning schedule for the various stages of supply, construction, assembly, tests and commissioning of ITER together with a corresponding plan for human and financial resources requirements, and
(iv)
specifications allowing immediate calls for tender for the supply of items needed for the start-up of the construction of ITER if and when so decided;
(b)
to establish the site requirements for ITER, and perform the necessary safety, environmental and economic analyses;
(c)
to establish both the proposed program and the cost, manpower and schedule estimates for the operation, exploitation and decommissioning of ITER;
(d)
to carry out validating research and development work required for performing the activities described above, including development, manufacturing and testing of scalable models to ensure engineering feasibility; and,
(e)
to develop proposals on approaches to joint implementation for decisions by the Parties on future construction, operation, exploitation and decommissioning of ITER.
In July 1998, the ITER Parties recognised that they might be unable, for financial reasons, to proceed to the construction of the then foreseen device, and deemed it prudent to make available option(s) for ITER whose target costs would be halved by reducing ITER's detailed technical objectives and possibly decreasing the technical margins while maintaining the overall programmatic objective of ITER, i.e. to demonstrate the scientific and technological feasibility of fusion energy for peaceful purposes. Following the recommendations of a Special Working Group (SWG), the ITER Council adopted the following new technical guidelines.

Performance

Testing Design Operation The SWG based its rationale on the following assessment: Current Status and Planning At the end of 1999, the key features of the revised ITER design were provided for further study in an Outline Design Report to the ITER Parties (ITER EDA Documentation Series No. 19, IAEA Vienna). This design has been further elaborated, and a final design report for ITER is being readied for release in July 2001. During the year 2000, representatives of the ITER Parties, the ''Explorers'', surveyed the issues of a future joint implementation of ITER. Negotiations will start in the first part of 2001 on an Agreement to establish an ITER Legal Entity able to take responsibility for the subsequent construction and operation of ITER.
