Organizers: The Government of Japan and the International Atomic Energy Agency (IAEA)

Language: The language of the meeting will be English.

Participation: Government Officials at the Director General level responsible for nuclear related activities and portfolios concerned with public security. Upon agreement between the Agency and the Government of Japan, the Agency or the Government of Japan may invite observers.

Objective: To increase awareness and dedication of countries in the Asian region on the need to strengthen nuclear and radiological security; through the implementation of existing and strengthened international instruments; and by enhanced cooperation among the region for this purpose.

Scope The meeting will provide an opportunity for policy makers in Asian countries to discuss questions and concerns related to nuclear and radiological security and how recently agreed international instruments can be implemented to strengthen the prevention of malicious acts, including terrorist acts, involving nuclear and other radioactive materials and strengthen the global nuclear security framework.

The meeting will provide a forum for discussions on measures to strengthen the legal, technical and administrative infrastructure that are necessary to build effective approaches against such threats and how resources can be effectively used to implement such approaches.

The meeting will also provide a venue to discuss new forms of interactions with international agencies and regional partners that would facilitate greater cooperation on matters of nuclear and radiological security. It will also provide an opportunity to share information on combating non-State and criminal threats now and in the future.

This meeting will build on the results of the International Conference on Nuclear Security convened in London in March 2005 and the International Conference on the Safety and Security of Radioactive Sources: Towards a Global System for the Continuous Control of Sources throughout their Life Cycle , Bordeaux in June 2005.

The meeting will discuss recently agreed international instruments of relevance for nuclear and radiological security, including their implementation by States in the Asian region; the amended Convention on the Physical Protection of Nuclear Material, the Convention on the Suppression of Acts of Nuclear Terrorism, Security Council Resolutions 1540 and 1373, as well as Safeguards Agreements and Additional Protocols, and the non-binding Code of Conduct on the Safety and Security of Radioactive Sources.

An optional technical tour to nuclear facilities in Tokai area ( Ibaraki, Japan) will take place on Friday, 10 November 2006.


Participants Qualifications:

The meeting is intended for Director Generals of national governments with responsibility for nuclear related activities with authorization to conclude international conventions in area of nuclear security, and those engaged in public security related portfolios such as justice, law enforcement and customs.

Application: Nominations should be submitted on the IAEA nomination Form or through online registration, http://www-pub.iaea.org/MTCD/Meetings/Meetings.asp. The completed form should be returned through the country official channels and must be received by the IAEA, Nuclear Security Office, P.O. Box 100, A-1400 Vienna, Austria, not later than 5 October 2006 . Nominations received after that date or applications sent directly by individuals will not be considered.

Financial arrangements: 1.

Nominating Governments/Organizations will be informed in due course of the candidates selected and will be given full details of the procedure to be followed with regard to administrative and financial arrangements, as necessary. If requested, the Agency can provide the selected participants with travel and Daily Subsistence Allowance for this meeting. The travel grant will be in the amount equivalent to 50% of the lowest full economy airfare for the journey in question, calculated by the Agency’s own Travel Agent. The Daily Subsistence Allowance will be sufficient to cover the cost of their accommodation and meals not provided by the meeting organizers during the meeting, return transfers between home and airport and airport and meeting venue, and other incidentals. The organizers of the meeting do not accept liability for the payment of any costs or compensation that may arise from damage to or loss of personal property, or from illness, injury, disability or death of a participant while he/she is travelling to and from or attending the meeting and it is clearly understood that each Government, in nominating participants, undertakes responsibility for such coverage. Governments are well advised to take out insurance against such risk.

2. Visa arrangements, including transit visas,

are the sole responsibility of the participant. He/she should initiate the necessary actions for obtaining a visa prior to departure. In case the host country of the meeting has no representation in the candidate’s country, the latter should send, well in advance to the National Coordinator, with all necessary data (full name and address, passport number, expiry/issuance dates of the passport, birth place and date, and arrival details) and request an entry visa to be made available to him/her at arrival.
