1. INTRODUCTION
The jointly operated IAEA/NEA International Reporting System for Operating Experience (IRS) compiles and analyses information on nuclear power plant (NPP) events and promotes a systematic approach to the feedback of lessons learned from operating experience.
Recognizing the importance of sharing experience pertaining to operational events at NPPs, the OECD Nuclear Energy Agency and the IAEA have co-sponsored, in the framework of the IRS activities, international joint meetings dedicated to the exchange of information on recent events of safety significance in NPPs. Participants of the earlier meetings have highlighted the importance of these meetings for improving the safe operation of NPPs, as well as the need to increase the information exchange between utilities and regulators.
The Technical Committee meetings of IRS National Coordinators are conducted annually to review the status of IRS operation and management performed in the framework of the IAEA and the NEA programmes.
In recent years, the meetings on exchange of information on recent events in nuclear power plants have been held in conjunction with the annual Technical Committee meetings of IRS National Coordinators. As stated by the IRS Advisory Committee, industry participation is welcome at the meeting to exchange information on recent events. This meeting will take place at the OECD Conference Centre, 2, rue André Pascal, 75016, Paris, France, from Monday, 26 to Wednesday, 28 September 2011. The meeting will commence at 10 a.m.
2. PROGRAMME OF THE MEETINGS
From Monday, 26 September to Wednesday, 28 September: meeting on exchange of information on recent events of safety significance in NPPs:
1. Presentation and discussion of significant and/or recent events at NPPs
2. Presentations on good practices and actions taken in response to events
3. Plenary discussion on safety issues identified in presentations made at the meeting
Thursday, 29 September: Technical Committee Meeting of IRS National Coordinators (Restricted to IRS National Coordinators and alternates):
1. Issues from the Joint IAEA/NEA Advisory Committee
2. IAEA activity in 2010–2011
3. NEA activity in 2010–2011
The final agenda of the meetings will be sent to the designated participants later.
3. PARTICIPATION
All persons wishing to participate in the meeting should be nominated according to the NEA or the IAEA official procedures. Nominations should be transmitted through the national delegates to the Committee on Nuclear Regulatory Activities (CNRA) for the OECD/NEA countries and/or through the government for a Member State of the IAEA. IRS National Coordinators are strongly recommended to attend.

4. PRESENTATIONS
Participants are invited to propose recent safety significant events which have occurred in their respective countries to be presented during the meeting. The Secretariats will propose events to be included in the first part of the discussion (in-depth presentation). Events presented at the meeting are required to be entered into the IRS database.
The presentations should include a brief description about the events or the significant issue and their cause(s). The focus of the presentations should address the corrective actions taken (or planned) as well as their importance for safety in terms of consequences (actual or potential) and lessons learned. Risk insights are welcome if known. Participants are invited to take a look at the attached guidance prepared by the Secretariats on how to build an effective IRS presentation.
To facilitate preparation of the meeting, and to ensure an effective exchange of information, it is essential that any presentation at the meeting be sent in advance to the NEA, copy to the IAEA. The deadline for sending the presentation is 16 September 2011. Participants are invited to send their presentation only in electronic form, preferably in MS Power Point format (ppt).
Presentations will be distributed only to participants. It is up to the competent authorities in the participating countries to decide upon any further dissemination within their respective countries bearing in mind that these documents are to be used for official purposes only.
The Secretariats are happy to help in determining the correct length and style of participants’ presentations in order to optimize the timetable of the meetings.
5. LANGUAGE
The working language for the presentations during the meeting will be English. No simultaneous interpretation will be provided.
6. EXPENDITURES
The costs of the meeting are borne by the NEA. No registration fee is charged to participants.
Travel and subsistence expenses of participants are not borne.
7. VISAS
Designated participants who require a visa to enter France should submit the necessary application to the nearest diplomatic or consular representative of France as soon as possible.
8. ACCOMMODATION
Reservations are to be made directly by the participants.
