TARGET COUNTRIES:
This TM/workshop is open to IAEA Member States considering or launching a nuclear power programme. Participating countries will be asked to make a presentation on their national activities following a template to be provided.
Senior managers and/or experts from Member States operating NPP with experience in the Human Resources education and training programmes and also from national Regulatory Bodies involved in developing national capacity for safeguards and security are invited to make presentations.
Potential NPP Vendors are also invited.
PARTICIPATION:
The TM/workshop is open to two participants per country that are considering and planning the first nuclear power plant.
LANGUAGE: The TM/workshop will be conducted in English.
BACKGROUND INFORMATION:
A nuclear power programme is a major undertaking requiring careful planning, preparation and investment in a sustainable infrastructure that provides legal, regulatory, technological, human and industrial support to ensure the effectiveness of the nuclear power programme and that obligations for safety, security and safeguards are met.
This TM/workshop will focus on the national position and strategy as the starting point for institution-building and human resource development. One important aspect will be planning for technology transfer and local industry involvement. The experiences of countries already operating nuclear power programmes as well as vendor perspectives will also be shared. Regional approaches to human resource development will also be explored.

OBJECTIVES:
The main purpose of the TM/workshop is to provide an opportunity for exchange of specific information and to facilitate the development and implementation of the National Infrastructure for Nuclear Power, especially in the area of human resource development. The TM/workshop intends to:
- provide an opportunity to exchange good practices and acquire information on current experience
- allow participants to further improve their knowledge of the associated issues.
- offer a forum in which participants can discuss challenges, concerns and issues arising from the specific infrastructure implementation process and potential means of resolving those issues.
Participation:
The TM/workshop is targeted to senior managers engaged in National Nuclear Power Programme strategy development and implementation of the infrastructure for a national nuclear power programme. They should be intimately familiar with the details of their country’s national strategy and specific plans for Nuclear Power national infrastructure implementation and capable of describing and discussing in depth the experience and learned lessons in the specific infrastructure implementataion process.
The participants should have a working knowledge of English as the presentations and discussion will be conducted in English.
The TM/workshop is also open to participants with experience from the past in building a national nuclear infrastructure, as well as the vendor community who are willing to share their lessons learned.
TOPICS TO BE COVERED:
- Presentations by participants from the countries that are considering and planning the first NPP of the national strategy and specific strategic plans for implementation Nuclear Power Programe infrastructure (legal system development, NEPIO creation, building Nuclear Safety Regulatory Body and NPP Owner/Operator, Human Resources programme, etc.).
- Presentation by the invited experts of the lesson learned on the Human Resources education and training, building national capacities for safeguards and security and round/table discussions on these issues.
Presentation of the potential NPP Vendors about their experience and expectations for the countries that are considering and planning the first nuclear power plant, on human resource development, local industrial involvement and technology transfer.

APPLICATION PROCEDURE:
Nominations may be submitted on the standard IAEA application form for meetings (attached). Completed forms should be endorsed by and returned through the official channels established. They must be received by the International Atomic Energy Agency, P.O. 3 Box 100, A-1400 Vienna, Austria, not later than 1 January 2010. Nominations received after this date or applications which have not been routed through one of the aforementioned official channels cannot be considered. Advanced nominations by facsimile (+43-1-26007), or e-mail (official.mail@iaea.org and a.starz@iaea.org) are welcomed. The facsimile/e-mail should contain the following basic information about the candidate: name, age, academic qualifications, and current position including exact nature of duties carried out, proficiency in English and full working address including telephone/facsimile numbers.
ADMINISTRATIVE AND FINANCIAL ARRANGEMENTS:
Nominating Governments will be informed in due course of the names of the selected candidates and will at that time be given full details on the procedures to be followed with regard to administrative and financial matters.
During their attendance at the TM/workshop, participants from countries eligible to receive technical assistance will be provided by the IAEA with a stipend sufficient to cover the cost of their accommodation, food, and minor incidental expenses. The IAEA will also provide the participants with a round-trip air ticket, economy/excursion class, from their home countries to Vienna, Austria and return. Shipment of accumulated workshop materials to the participants’ home countries is not the responsibility of the IAEA.
The organizers of the TM/workshop do not accept liability for the payment of any cost or compensation that may arise from damage to or loss of personal property, or from illness, injury, disability or death of a participant while he/she is travelling to and from or attending the workshop, and it is clearly understood that each Government, in nominating participants, undertakes responsibility for such coverage. Governments would be well advised to take out insurance against these risks.
