Abstract.  A plug potential with thermal barrier is clearly observed to be formed along a field-aligned plasma flow in the presence of a single electron-cyclotron-resonance point under a simple magnetic-mirror configuration. Drift-mode fluctuations are controlled by varying a radial electric field and a related azimuthal drift shear.
