Announcement


Background:
This training course constitutes part of the nuclear security training programme offered by the Office of Nuclear Security in the Department of Nuclear Safety and Security at the IAEA.
 
Participation:
The training course is open to 36 trainees from India and other invited Member States. Preference will be given to candidates from countries eligible to receive technical assistance, which have civilian nuclear programs in operation or in an advanced state of preparation. The participants should be a mix of operators, regulators, users, and protectors of civilian nuclear facilities.
 
Objective:
The aims of the training course are to establish an awareness of the need for an integrated system of physical protection for nuclear facilities, that is effective against the threat of radiological sabotage and theft of nuclear and other radioactive material, familiarize professionals, involved in the establishment of a system of physical protection with current concepts and techniques and increase security awareness in individuals and organizations that will give physical protection issues attention warranted by their significance.
 
Participants Qualifications:
The course is intended mainly for individuals from operating organizations and regulatory bodies, who are in charge of the security of nuclear and other radioactive materials and nuclear facilities. Representatives of other organizations may attend the course, as their needs require, their background permit and space is available.
As the working language of the course is English, it is essential that participants have a good knowledge of that language.
Nature of the course:
The course consists of lectures, sub-group working sessions for application and a field tour to a Nuclear power Plant as a field demonstration for a physical protection system as far as confidentiality requirements can be met. During the sub-group working sessions, the participants apply course concepts and their experience in the field as they work through practical exercises on a hypothetical facility. The tour is included in order to broaden the background knowledge of the course participants.
Contents of the course
 
 
The training strategy will provide regional trainees modern and internationally accepted concepts and technology in the area of security of nuclear and other radioactive material and nuclear installations. The program will focus on, but not be restricted to:
  • Physical Protection (PP) of Nuclear Installations : methodical approach for design and evaluation of physical PP against unauthorized removal of nuclear and other radioactive material and against attempts of sabotage of these materials and nuclear installations
  • Review Design Basis Threat (DBT) Development : DBT development process, discussion on its incorporation in the regulation and application in PP system design and evaluation
  • Appropriate Levels of PP: methodologies to decide on appropriate levels and to define the specific objectives of PP against theft of material and sabotage of material and installations
  • Design and Evaluation of PP Systems: methodology to identify the vulnerabilities of a nuclear installation and to design the PP system, considering the specific needs of the facility; threat from outside and insider threat are included
Application Procedure:
The course is open to government-sponsored nominees. Nominations should be submitted in duplicate on the standard IAEA nomination form for training courses. Nominations should include the name; birth date and place; nationality; education and experience; occupation and employer’s address; applicant’s passport number and expiration date; and port of entry. An additional Personal Information Form for visa purposes must also be completed for this course (see Annex to Nomination Form).
Completed forms must be endorsed by and returned through the appropriate official channels (National Atomic Energy Authority, Resident Representative of the United Nations Development Programme (UNDP), or the Ministry of Foreign Affairs). They must be received by the International Atomic Energy Agency, P.O. Box 100, A‑1400 Vienna, Austria, attention of the Office of Nuclear Security, Department of Nuclear Safety and Security (Fax No. +431 2600 29299 or Fax No. +43 1 2600 29325), not later than
15 February 2007 . Applications sent directly by individuals or by private institutions will not be considered.

Language Certificate:
In the case of countries in which English is not an official or customary language, a separate certificate of the candidate’s proficiency in English must accompany nominations. A language school or cultural institution, or an embassy of a country in which the language of the course is spoken must issue this certificate.
 
Administrative and financial arrangements:
Nominating Governments will be informed in due course of the candidates selected and will be given full details of the procedure to be followed with regard to administrative and financial arrangements.
Participants from countries eligible to receive IAEA technical assistance funds will be provided with a travel grant to cover the roundtrip airfare from the airport nearest the participants’ residence and the host country. In addition, they will receive a daily subsistence allowance to cover the cost of the accommodation and meals not provided by the course organizers, and to cover return transfers between home and airport and airport and course venue, and incidentals.
The total lump sum grant will be transferred to the UNDP office in the participant’s country. Travel arrangements are to be made by the participants themselves. No additional payment will be made in the Host country.
 
No tuition fee will be charged.
 
It should be understood that the organizers of the course do not accept liability for the payment of any costs or compensation that may arise from the damage to or loss of personal property, or from illness, injury, disability, or death of a participant while he/she is traveling to and from or attending the course, and it is clearly understood that each Government, in nominating participants, undertakes responsibility for such coverage. Governments would be well advised to take out insurance against these risks.
 
All participants should be medically examined and certified physically fit before leaving their home for this training course. Participants should also make their own arrangements for passports, visas, and vaccinations.
