This report is primarily addressed to regulatory authorities but it is also intended to provide guidance to manufacturers, suppliers and users of sources. Its objective is to assist Member States in deciding which security measures are needed to ensure consistency with the International Basic Safety Standards and the Revised Code of Conduct for the Safety and Security of Radioactive Sources. It is recognized that there must be a balance between managing sources safely and securely, while still enabling them to be used by authorized personnel without undue hindrance. Thus the level of security should be commensurate with the potential hazard posed by the source, recognizing the need to ensure appropriate use of the source for beneficial purposes.
