This publication presents a proposal for a safety approach and may be used as a reference for developing a set of technology-neutral safety requirements applicable to any kind of reactor. The publication also provides guidance on the design process for new nuclear power plants and provides a framework to develop technology-specific safety requirements. The publication includes a preliminary proposal of a set of technology-neutral safety requirements that are intended to be used as a starting point for discussion and to encourage input and comments for the future preparation of a consensus document.
