This publication provides information for managers and decision makers of electrical utilities who are tasked with decision making related to early closure or continued operation of a nuclear power plant (NPP). The local or regional population, the customers for the electricity generated and the policy makers responsible for regional energy policy and the broader economic management of the region have different perceptions of the value of the NPP. The need for re-evaluations and any consequent project delays will depend on the perceived accountability of those making the decisions to the other stakeholders impacted by the decision, and the degree to which all relevant social, technical, environmental and economic issues are weighted in the decision making process. This publication provides information on several issues important to key stakeholders, and on methods that allow for their assessment and consideration when developing recommendations related to early closure or continued operation of an NPP.
