This publication is aimed at States with very limited quantities of nuclear material, which have Small Quantities Protocols to their comprehensive safeguards agreements with the IAEA. It explains the safeguards activities carried out in these States, and provides forms and instructions for completing them. It is primarily intended for individuals responsible for safeguards implementation. Recognizing that they often have other responsibilities such as radiation safety and security, the Guide highlights some possibilities for synergies among these disciplines.
