Organizers: The International Atomic Energy Agency (IAEA) and the Department of Atomic Energy, Government of India.
 
Language: The language of instruction will be English.
 
Background: This training course constitutes part of the nuclear security training programme offered by the Office of Nuclear Security in the Department of Nuclear Safety and Security at the IAEA.
 
Participation: The training course is open to 45 participants. Preference will be given to candidates from countries eligible to receive technical assistance, which have, or will have, responsibilities related to the physical protection of radioactive sources. The participants should be a mix of regulators, users, producers and protectors of sources in medical and industrial applications.
 
Objective: The aims of the course are to create an awareness of the need to physically protect and control sources and apply adequate physical protection measures to sources throughout their life cycle. It will cover international recommendations and physical protection principles, and provide methodologies and guidelines for designing physical protection systems for radioactive sources; and provide practical experience in applying guidance and methodologies.
 
Following the training course, it is expected that participants will be directly involved in their national programs for the physical protection of sources.
 
Participants
Qualifications:
Participants are expected to be from either national nuclear operating or regulatory agencies, from Government Departments with responsibilities related to the physical protection of radioactive sources, from manufactures and from medical or industrial centers, which use radioactive sources as part of their business.
 
Participants should be users of sources or occupy a position in their country where they are responsible for, or closely involved in, their national programs for regulating radioactive source safety and security. They could have a background and related experience in either operational health physics, nuclear safeguards, radioactive source regulation, the physical protection of nuclear facilities and materials and/or nuclear emergency preparedness and response.
As the working language of the course is English, it is essential that participants have a good knowledge of that language.
 
Nature of
the course:
The course consists of lectures, working sessions and field trips. During the working sessions, the participants apply course concepts as they work through practical exercises and assess the security at a operating facility.
 
Br ief description
of the contents:
 
The training program will focus on, but not be restricted to:
  • Brief Overview of Radiological Sources and Their Uses;
  • Radiological Source Categorization;
  • Consequences of Malicious Use of Sources;
  • Understanding and Identifying Risks and Threats;
  • Understanding the Requirements for a Strong Regulatory Infrastructure;
  • Physical Protection Principles and Objectives;
  • Practical Exercises;
  • Other Countries Experiences in Securing Radiological Sources.
Application
Procedure:
The course is open to government-sponsored nominees. Nominations should be submitted in duplicate on the standard IAEA nomination form for training courses. Nominations should include the name; birth date and place; nationality; education and experience; occupation and employers address; applicants passport number and expiration date; and port of entry. An additional Personal Information Form (see Annex to Nomination Form) for visa purposes must also be completed for this course.Completed forms should be endorsed by and returned through the appropriate official channels (the National Atomic Energy Authority, the Resident Representative of the United Nations Development Programme, or the Ministry of Foreign Affairs). They must be received by the International Atomic Energy Agency, P.O. Box 100, A‑1400 Vienna, Austria, attention of the Office of Nuclear Security, Department of Nuclear Safety and Security (Fax No. +431 2600 29299 or Fax No. +43 1 2600 29325), not later than 25 August 2006. Applications sent directly by individuals or by private institutions cannot be considered.
 
Language
Certificate:
In the case of countries, in which English is not an official or customary language, a separate certificate of the candidates proficiency in English must accompany nominations. A language school or cultural institution, or an embassy of a country in which the language of the course is spoken must issue this certificate.
 

Administrative
and financial
arrangements:
Nominating Governments will be informed in due course of the candidates selected and will be given full details of the procedure to be followed with regard to administrative and financial arrangements. The participants from countries eligible to receive technical assistance will be provided with a round-trip air ticket, which is based on the most direct and economical route (lowest logical fare in economy class) between the airport nearest their residence to the host country and back. Alternatively, they can be provided with a travel grant in the amount equivalent to 50% of the lowest full economy airfare for the journey in question, calculated by the Agencys own Travel Agent. During their attendance at the Training Course, participants will be provided with a Daily Subsistence Allowance sufficient to cover the cost of their accommodation and meals not provided by the course organizers during the course, return transfers between home and airport and airport and course venue, and other incidentals.
 

 
No tuition fee will be charged.
 

 
It should be understood that the organisers of the course do not accept liability for the payment of any costs or compensation that may arise from the damage to or loss of personal property, or from illness, injury, disability, or death of a participant while he/she is travelling to and from or attending the course, and it is clearly understood that each Government, in nominating participants, undertakes responsibility for such coverage. Governments would be well advised to take out insurance against these risks.
 

 
All participants should be medically examined and certified physically fit before leaving their home for this training course. Participants should also make their own arrangements for passports, visas, and vaccinations.
